Project Description:

DT2 (a joint venture between Detroit Contracting Inc. and PMA Consultants) has been awarded this contract, to provide oversight consultant services for the design and construction of the Flint Transmission System and the North Oakland Transmission System project estimated at One Billion Dollars ($1,000,000,000).  The scope of services for this contract include but not limited to; Owner’s representation, project oversight, design review, program schedule, contract documents, RFQ/RFI development, procurement assistance, cost control, contracts management and administration, resolving claims, monitoring schedules, risk assessment, working with regulators,  inspection, factory testing, etc. Under the scope of services, the oversight consultant is required to represent the Detroit Water and Sewerage Department’s interest for three separate, Construction Management-At Risk (CMAR) contracts that the Detroit Water and Sewerage Department is planning to break the overall project into.  Detroit Contracting Inc was awarded this contract in joint with PMA Consultants, as it has proven in the past that the DCI team can complete projects of different sizes, complexity, scopes, most technically challenged and under the most difficult circumstances, in time, and within budget. Keeping in mind that working with water systems is a set challenge because of the time restrictions as these systems provide water to millions of people and it is not just easy to take these systems down to do work, it takes close coordination with the owner, dedication and precise management to meet time targets. 

Additional Info (Scope of Work):

The oversight services is provided for the design and construction of the Flint Transmission System (FTS) and North Oakland Transmission System (NOTS), these system are intended to increase the security and reliability of the Detroit Water and Sewerage Department’s water transmission system, and provide a redundant source of water service to the Department’s customers in Genesee County, the City of Flint and north Oakland County. The proposed Flint Transmission System is approximately 48 miles long of 72” Prestressed Cylinder Concrete Pipe (PCCP), and it will tie into an existing DWSD main near Joslyn Road and Brown Road in Orion Township just north of Orion Pump Station and will proceed west and north to the City of Flint, This System will also include construction of two new Pumping Stations. The proposed North Oakland Transmission System, is approximately 23 Mile long, mainly 96” Prestressed Cylinder Concrete Pipe, and will tie into the DSWSD’s existing 96” water main in Romeo, MI just south of 31 Mile road and extend westward through Washington and Oakland Townships and into Orion Township where it will terminate at the DWSD’s existing 42” line on Brown Road just north of the Orion Pump Station. This system will also include construction of two new pumping stations that are required a the Romeo and Orion tie-in points, additionally, approximately six miles of 48” transmission line will be required from Baldwin Road to Walton Road. For Both the Flint Transmission System and North Oakland Transmission System, High-Ground storage (reservoirs) will be required along these system routes.
